Where is the best thinking needed? Is it in design or in operations? Is it in the design of our systems and institutions (including democracy, government, law courts etc.)?
Or is it in the way people thinking within the frameworks of existing designs? The easy answer is that it matters in both areas. Unfortunately the possibility of re-designing systems is very low because we have got used to accepting the systems we have. So the emphasis may have to shift to the thinking within the existing systems.
